What Is Muster Roll? A Complete Guide for HR and Managers

what is muster roll

A muster roll is the register an employer keeps of who turned up to work each day, usually alongside the hours worked and the wages earned for those days. In India it's a statutory record: labour laws have long required factories, contractors and many establishments to maintain a muster roll in a set format and show it to an inspector on request. A typical register lists each worker's name, father's or husband's name, gender, designation and a daily mark for present, absent, leave, weekly off or holiday. Under the labour codes, registers can now be kept electronically, which changes how most HR teams handle the job.

Ravi runs site administration for a builder in Chennai with 140 workers spread across three sites. Every evening a supervisor copies thumbprint data and handwritten sheets into the muster roll for that site, and every month Ravi spends two days reconciling it with payroll. When an inspector visited, one site's register was missing four days. Nobody had cheated anyone. The paper simply hadn't been filled in. Multiply that by three sites and twelve months, and the register stops being a record of what happened. It becomes a record of what someone remembered, which is a very different thing in front of an inspector.

What a Muster Roll Records

The exact columns depend on the law and the state, but most versions ask for the same core details:

  • Serial number, employee name and father's or husband's name
  • Gender, designation or nature of work, and date of joining
  • A mark for every day of the month: P, A, L, WO or H
  • Total days worked, overtime hours and, in combined formats, wages earned and deductions

The value is in the daily marks. They're the evidence behind every wage figure, every leave deduction and every overtime payment, which is why inspectors start there.

Muster Roll Format and the Labour Law Behind It

For decades the format came from several laws at once. The Factories Act, 1948 required registers of adult workers and attendance, the Minimum Wages rules prescribed a muster roll in Form V, and contract labour rules had their own version for contractors. A large site could end up keeping three overlapping registers for the same people.

The four labour codes, in force since 21 November 2025, were meant to simplify this by consolidating registers and allowing them to be kept in electronic form. State rules are still being notified, so check the format your state now expects and how long records must be kept. Whatever the format, the principle is unchanged: the record has to be accurate, complete and available when asked for.

Muster Roll vs Attendance Register vs Payroll Register

These three get mixed up all the time. An attendance register is the raw daily record of presence. A muster roll is the statutory version of that record, often combined with wages in one sheet. A payroll register summarises what each person was paid in a pay period: gross pay, deductions and net pay.

They should agree with each other. When they don't, it's usually because attendance was corrected in one place and not the others, and that's exactly the gap an inspection or a wage dispute will find.

Why Paper Muster Roll Records Go Wrong

Ravi's problem is common. Supervisors fill sheets at the end of a long shift, from memory. A worker who arrived at 10am is marked present for the full day. Overtime goes in a separate notebook. One site uses ticks, another uses initials. Proxy marks slip through, and nobody notices until a payslip doesn't match what a worker expected.

Multi-site employers feel it most. Each site keeps its own register in its own style, and HR only sees the full picture at month end, when it's too late to ask anyone what really happened on the 9th.

Keeping a Digital Muster Roll in OfficePortal

OfficePortal builds the record from the check-in itself rather than from a supervisor's notes. With attendance tracking software, workers mark attendance by biometric device, QR code or web check-in, with GPS and selfie check-in available as add-ons, and geofencing can restrict check-ins to the actual site. If someone forgets to punch, they raise a regularisation request with a reason, and it's approved or rejected on record rather than fixed quietly later.

Rotas come from shift scheduling software, which flags overtime and rest-period clashes before a schedule is published, so weekly offs and shifts are planned rather than reconstructed. Approved attendance then flows into cloud-based payroll software, where late arrivals, absences and overtime are reflected automatically in the pay run. The monthly attendance and entry and exit reports give you the day-by-day data a muster roll needs, and signed registers, contracts and inspection notes can be filed in the encrypted HR document management vault. Builders with crews across several sites can see how it works on our HR software for construction page.

Muster Roll Checklist for HR and Site Managers

Before the next inspection, run through a short list. Does every site use the same codes for present, leave, weekly off and holiday? Are corrections recorded with a reason and an approver? Do the muster roll, payroll register and payslips agree for last month? Can you produce three years of records within an hour? If the answer to any of these is no, that's where to start.

Conclusion: A Muster Roll That Fills Itself with OfficePortal

OfficePortal builds your muster roll from real check-ins instead of a supervisor's memory. Attendance tracking captures biometric, QR and web check-ins, with GPS and selfie check-in as add-ons and geofencing for each site, and every regularisation request carries a reason and an approver. Shift scheduling plans weekly offs and flags overtime before rotas go out, payroll turns approved attendance into accurate wages, and the encrypted document vault keeps signed registers ready for inspection. Everything works on the web and on Android and iOS apps, secured with AES-256 encryption on SOC 2 compliant infrastructure.
